For families with school-age children, the property decision is less about PSF and more about the combination of school zoning, safe walkability, and family-friendly amenities. The 1km and 2km school registration rules in Singapore can shift the value equation by 10% to 20% on units within range of popular primary schools. This guide covers the districts that consistently work best for families.

How the 1km and 2km School Rules Work

Singapore primary school registration uses Phase 2C balloting where home-school distance matters significantly. Children living within 1km of a school get priority over those between 1km and 2km, who in turn rank above those beyond 2km. For oversubscribed schools like Nanyang Primary, Henry Park, or CHIJ St Nicholas, balloting within the 1km radius is common.

This creates measurable PSF premiums for units within 1km of top schools. Resale data shows units within 1km of Nanyang Primary in District 11 trade 8% to 12% above similar units 1.2km away. The premium fades for less competitive schools but is still meaningful.

Practical tip: use the OneMap distance tool or School Finder to verify the actual road distance before committing. Some buyers have been caught out by units that look close on a map but fall outside the 1km boundary by 50 metres.

District 11: Newton, Novena, and Thomson

D11 is the classic family district for buyers in the SGD 2.5 million plus range. The cluster of top schools includes Anglo-Chinese School (Primary), Singapore Chinese Girls', and St Joseph's Institution Junior. Projects like Adam Park, Watten Estate, and the newer 19 Nassim deliver large family units with established neighbourhoods.

PSF ranges from SGD 2,100 to SGD 2,800 for older freehold projects and SGD 2,800 to SGD 3,500 for newer launches. The medical hub at Novena, the Thomson East Coast Line, and the green corridor of MacRitchie all add to the family appeal.

District 15: Katong, Marine Parade, and Joo Chiat

D15 has long been a favoured district for both local Peranakan families and Eurasian, Indian, and expat households. Schools like CHIJ Katong Convent, Tao Nan, and Tanjong Katong Primary attract families willing to pay the PSF premium. The Thomson East Coast Line stations at Marine Parade and Siglap have transformed accessibility.

Recent transactions at Tembusu Grand and Grand Dunman show family-sized three and four bedders selling briskly at SGD 2,500 to SGD 2,900 PSF. East Coast Park and the F&B variety along East Coast Road, Joo Chiat, and Siglap make this one of the few districts where children can experience genuine neighbourhood life.

District 16: Bedok and Upper East Coast

D16 is the value alternative to D15. Schools include Red Swastika, Fengshan Primary, and St Anthony's Canossian. PSF entry sits at SGD 1,500 to SGD 1,900 for resale condos, with new launches such as Sceneca Residence and the upcoming Bayshore precinct projects pushing toward SGD 2,000 PSF.

Bedok Mall, Bedok Reservoir, and the East Coast cycling network give children plenty of space to grow up. The Bayshore MRT (Thomson East Coast Line) opens up new walkability for the upcoming residential clusters.

District 20: Bishan, Ang Mo Kio, and Thomson

D20 is arguably the strongest school district in the OCR. Catchment includes Catholic High, Raffles Institution (Bishan campus), and Ai Tong Primary, one of the most consistently oversubscribed primaries in Singapore. The Thomson East Coast Line plus existing North-South Line make this a family logistics dream.

Resale condo PSF ranges from SGD 1,900 to SGD 2,400 around Bishan and Marymount, with newer Sin Ming projects at SGD 2,200 to SGD 2,700. Bishan Park is one of the largest family parks in Singapore, and Ang Mo Kio Hub plus the upcoming Lentor Modern retail give weekend options.

District 21: Bukit Timah, Holland, and Clementi Park

D21 holds many of Singapore's most coveted family addresses. Top schools include Henry Park Primary, Methodist Girls' (Primary), Nanyang Primary, and Pei Hwa Presbyterian. The combination of Botanic Gardens, Bukit Timah Nature Reserve, and the Rail Corridor makes outdoor family life genuinely outstanding.

The catch is price; mid-tier condos in D21 trade at SGD 2,300 to SGD 2,800 PSF, with prime projects like Royalgreen and Mayfair Modern above SGD 2,800. Landed inter-terraces in Holland Park and Sixth Avenue start above SGD 5 million. For buyers who can afford it, D21 delivers the best long-term appreciation among family districts.
